Cable operators represent the new competition for TOs, especially in those coun- tries where these operators are allowed to provide voice telephony.
But there are more pessimistic views that argue that allowing the joint provision of voice telephony and data by telecommunications and cable operators could reinforce the incumbents' power and hinder innovation.
